戦没者慰霊事業のお知らせ(令和8年9月実施分)War Dead Memorial Service Announcement (Reiwa 8 September)厚生労働省は、令和8年9月にミクロネシア連邦とパラオ共和国で戦没者慰霊事業を実施すると発表した。第一期は9月1日から9日までミクロネシア連邦で、厚生労働省職員2名と一般社団法人日本戦没者遺骨収集推進協会5名の計7名が参加。第二期は9月9日から24日までパラオ共和国で、職員4名と協会8名の計12名が実施。第三期は9月23日から10月8日までミクロネシア連邦で、職員2名と協会9名の計11名が参加。遺骨収集は「戦没者の遺骨収集の推進に関する法律」に基づき、厚生労働大臣指定の協会が同省の指導下で実施。取材希望者は照会先に連絡が必要。The Ministry of Health, Labour and Welfare announced the implementation of war dead memorial services in the Federated States of Micronesia and the Republic of Palau during Reiwa 8 September. 東大、「価値創造学部」新設へ 27年秋入学、授業はすべて英語University of Tokyo to establish Value Creation Faculty with English-only classes in 2027文部科学省が8月28日公表した2027年度国立大学入学定員予定表に東京大学の『価値創造学部』新設が掲載。全授業を英語で実施し、2027年9月開設予定。定員100人で、人文・社会科学、自然科学、工学とデザインを組み合わせ社会課題解決を目指す。1958年薬学部以来約70年ぶりの新設。既存学部の定員再編で文学部(-53)、農学部(-40)、医学部(-14)、経済学部(-12)、法学部(-6)、教育学部(-1)が減り、教養学部(+14)、工学部(+10)が増加。全体定員3063人から3061人に減少。入学試験は大学入学共通テストとIB/SAT各50人ずつ。ネーミングセンスを巡り批判も出ている。The Ministry of Education announced Tokyo University's new 'Value Creation Faculty' in the 2027 enrollment plan. The trial begins in September 2026, initially covering "Miyagi Official App" and "Tourism Information" topics. Personalized information is provided based on four basic details from My Number Cards. Users must install the "Pocket Sign" official app. Starting January 2027, the service will expand to all prefectural government information and become fully operational. An AI chatbot will also be added to the prefecture's website for those not using the app. AI-generated prefectural information videos will be launched simultaneously. A "Good/Bad" feedback function is available for responses.

Buildings were completely buried under debris, with 21 deaths and 541 missing in China. The road to the checkpoint reopened on the morning of the 2nd after a week, allowing heavy machinery to start the search. Rescue teams are using detectors and search dogs, and a nearby dammed lake has naturally drained, reducing risks for operations.

総務省、個人運営の「好き嫌い.com」を情プラ法で初の個人指定Japan's Ministry of Internal Affairs and Communications designates individual-run 'suki-kirai.com' under Information Circulation Platform Act総務省は8月31日、情報流通プラットフォーム対処法に基づき、pixiv、note、ガールズちゃんねるの運営会社3社と「好き嫌い.com」の個人運営者を大規模特定電気通信役務提供者に指定。個人運営者の指定は初めて。サイトは「好感度ランキング」「不人気ランキング」「トレンドランキング」を掲載し、「好き!」「嫌い!」投票で匿名コメントが可能。画像はGoogle検索結果を自動表示、累計票数数十万票。政治家やスポーツ選手も対象で、未掲載人物の追加申請機能あり。Japan's Ministry of Internal Affairs and Communications designated four entities, including three companies (pixiv, note, Girls Channel) and an individual operating 'suki-kirai.com', as large-scale specific telecommunications service providers under the Information Circulation Platform Act. This marks the first time an individual operator has been designated. The site features 'like', 'dislike', and 'trend' rankings, with users voting anonymously without registration. Images are automatically pulled from Google search results, and accumulated votes reach hundreds of thousands. Comments are displayed with 'anonymous@like' or 'anonymous@dislike' tags, with options to report or reply. It covers politicians, athletes, and allows users to request adding unlisted individuals.

The company aims to create a business with ¥100 billion in sales and over ¥10 billion in operating profit from scratch. The subsidiary is based on DeNA's Innovation Business Department, which has managed around 10 new business projects. Business leaders will be recruited externally. BAKERU plans to operate across diverse fields, using customer interviews and market research to form hypotheses, then testing with minimal products. If successful, they will refine the product and revenue model before scaling. Capital is ¥25 million, fully funded by DeNA. President is Ryushi Hachimoto, deputy head of DeNA's Innovation Business Department.
NTTドコモ、dカードのポイント還元率を1%→0.5%に引き下げ年会費条件付きで有料化NTT Docomo reduces d-card points rate to 0.5% with new annual fee rulesNTTドコモは9月1日、dカードの通常決済のポイント還元率を2027年1月分から1%から0.5%に引き下げると発表した。年会費は初年度無料だが、前年度利用がなければ2年目以降1650円を請求。d払いやタッチ決済は2027年5月分から200円ごとに2ポイント。dカード GOLDやPLATINUMは対象外だが、一部サービスの条件変更あり。dカード PLATINUMの最大還元期間を入会後2カ月に短縮。ドコモ光とドコモでんき Greenの還元率も一部引き下げ。解約・ダウングレードの場合、支払い済み年会費を返金。NTT Docomo announced on September 1 that the d-card's standard payment point return rate will be reduced from 1% to 0.5% for transactions in January 2027 and later. Annual fees will be charged from February 2028 if no usage occurred in the previous year, with the first year free. For d-pay and touch payments, the rate will be 2 points per 200 yen starting May 2027. The changes apply only to standard d-cards, not GOLD or PLATINUM versions, though some conditions for those cards will adjust. The PLATINUM card's maximum return period is shortened to two months after joining, and return rates for docomo Hikari and docomo Denki Green will be partially reduced. Members who cancel or downgrade will receive refunds for paid annual fees based on remaining months until December 31.
「江戸時代の経路検索」がXで話題Edo Period Route Search Website Trends on X「江戸時代の経路検索」は、位置情報技術会社MIERUNEのグラフィックデザイナーが開発し、Xで話題のWebサイト。出発地と目的地を選択すると、徒歩・馬・早駕籠・継飛脚の移動手段別に通る街道、宿場、所要日数を表示。例えば日本橋から三条大橋まで徒歩で東海道経由14日、中山道経由16日。継飛脚では4日で、徒歩より10日短い。勾配を考慮した距離計算では、沼津宿から小田原宿の37kmが箱根峠越えで49km相当と判定され、1日到達不可能と表示。宿泊地は「貪欲法」で決定し、標高断面図や「七里の渡し」など江戸時代の道のりを再現。データはROIS-DS人文学オープンデータ共同利用センターとMIERUNEが共同開発。現在47本の街道を収録し、今後拡充予定。The 'Edo Period Route Search' website, developed by a graphic designer at Sapporo-based location tech company MIERUNE, is trending on X. Users select departure and destination points to view routes, post towns, and travel days via walking, horse, palanquin, or relay runners. For example, from Nihonbashi to Sanjo Bridge, walking takes 14 days via Tokaido and 16 via Nakasendo; relay runners take 4 days, 10 days faster. The system accounts for terrain elevation, such as the 37km stretch from Numazu to Odawara becoming 49km due to Hakone Pass, deemed unreachable in one day. Accommodation stops use a 'greedy algorithm', and elevation profiles and historical routes like 'Shichiri no Wataru' are displayed. Data comes from ROIS-DS Human Sciences Open Data Center and MIERUNE's joint dataset, currently covering 47 routes with plans to expand.
東大、遺伝子移動の「鶏と卵」パラドックスを解明 Nature誌で発表Tokyo University Solves 'Chicken or Egg' Paradox in Genome Movement, Published in Nature東京大学とアーク研究所の研究グループは、英国科学誌Natureに掲載された論文で、大腸菌のゲノム内を移動する「動く遺伝子」IS621因子が元の場所から切り出されるメカニズムを解明した。従来、この切り出しにはブリッジRNAが必要だが、ブリッジRNAを生成するためには遺伝子が環状化する必要があり、「鶏が先か卵が先か」のパラドックスが残されていた。研究グループは、ゲノム上遺伝子周辺から微量のブリッジRNAが生成され、これが最初の切り出し反応を起こし、環状化後、ブリッジRNAの産生が促進されるサイクルを発見した。さらに、切り出しは挿入より起こりにくい理由として、ブリッジRNAとDNAの結合強さの違いと、DNAの形状(U字型 vs X字型)によるエネルギー的不利さを明らかにした。Tokyo University and Arc Institute researchers published a study in Nature detailing how the IS621 transposon, a 'moving gene' in E. coli, is excised from the genome. A longstanding paradox existed: excision requires bridge RNA, but producing bridge RNA depends on the gene first forming a circular DNA. The team found trace amounts of bridge RNA exist beforehand, triggering the initial reaction. After circularization, bridge RNA production is amplified, enabling efficient insertion. They also explained why excision is less frequent than insertion: differences in binding strength between bridge RNA and DNA, and the energy required to bend X-shaped DNA during excision versus the natural straightening during insertion.
やっぱり完全在宅ワークが一番幸せだった離職率も最低米大が7700人の働き方調査US Study of 7,700: Remote Work Leads to Highest Happiness, Lowest Turnover米テキサス大学MDアンダーソンがんセンターとコロラド大学の研究者らが学術誌で発表した調査によると、米国の医療機関7704人の勤務形態を比較。完全リモート、ハイブリッド、完全出社の3グループで、ウェルビーイングは完全リモートが最も高く、統計的に有意な差があった。職場のつながりについては完全リモートがポジティブな言及が多かったが、差はわずかで統計的有意性はなし。1年後の離職率は完全リモート7.8%、完全出社8.8%で、有意差はなかった。A study by researchers from MD Anderson Cancer Center and University of Colorado, published in Frontiers in Psychology, surveyed 7,704 US medical employees across three work arrangements: fully remote (1,869), hybrid (2,099), and on-site (3,736). Fully remote workers reported the highest well-being with statistically significant differences. While they also noted more positive workplace connections in free-text responses, the difference was not statistically significant. One-year turnover rates were 7.8% for fully remote and 8.8% for on-site, with no significant difference.
