The festival traces back to an event held to celebrate the 50th anniversary of the opening of the Port of Kushiro in 1948 (Showa 23), and has continued every year since as a highlight of Kushiro's summer. Its core consists of three parades: the "Tairyo-bayashi Parade" with floats shaped like ships, the "Citizens' Dance Parade" joined by groups from in and around the city, and the "Music Parade" performed by local school brass bands and music groups.
